The short answer
At matching features, CodeTwo is cheaper than Exclaimer, and the gap grows with headcount. CodeTwo sells one plan with everything in it at $1.22 per user a month on annual billing, sliding to $0.76 at 450 users, with 500 and above now quoted. Exclaimer's equivalent tier is Standard at $1.45 per user at every size, because its volume discounting is not published. At 100 mailboxes that is roughly $111 a month against $145; at 500 it is roughly $380 at CodeTwo's 450 user rate against $725. The catch is platform: CodeTwo Email Signatures 365 covers Microsoft 365 only, so a company with any Google Workspace mailboxes is not really choosing between these two on price.

One template is the line that moves most companies up a tier. A sales team with a meeting link, a support team without one and a different block for the reception mailbox is already three templates. CodeTwo pricing is one plan with all features, and the price falls with volume

Monthly billing runs roughly 11 to 15 percent higher per user, and it can be cancelled at any time, which is worth something if you are running a pilot or carrying a tool through a merger. Because there are no tiers, the feature you discover you need in month four does not come with an upgrade quote.

Do you have any Google Workspace mailboxes

This decides more shortlists than the per user price does. It comes up constantly after an acquisition, when the parent runs Microsoft 365 and the company it bought runs Workspace. Does your security review allow mail routing
Server side signatures work by sending your outbound mail through the vendor's cloud so a signature can be stamped on it. Look wider if
Your headcount swings through the year, your security review will not pass mail routing, or you want marketing and IT to hold separate permissions without buying a top tier. Those are the cases a flat price per company answers better than either of these.
If you do go per seat, put a reminder in the calendar for renewal and keep an eye on what the line actually does across the year.
